Housing Authority of Cook County administers the Family Self-Sufficiency (FSS) Program, funded by the U.S. Department of Housing and Urban Development (HUD), which aims to to empower people to take control of their lives by becoming independent, productive members of their communities.Families will work with FSS coordinators to figure out their individual goals-reducing debt, getting a degree, starting a new career, becoming a homeowner, and more. As household income increases, HACC manages an escrow account to help families build financial assets. Families who successfully complete the program will receive a payout from the escrow account to put towards their goals. Eligible participants of the FSS program may also participate in the Homeownership Program which can help first-time homebuyers with affording a mortgage.
