Open to youth who possess a minimum 70 IQ, who demonstrate pre-delinquent behavior or have been charged with minor delinquent incidents or are adjudicated, or who have a substance abuse history but are in a maintenance mode, and youth who are classified as low-risk Sexually Aggressive Child and Youth (SACY)
